FINAL PUBLIC NOTICE

Pursuant to Executive Order 11988 (Floodplain Management) and Federal Emergency Management Agency’s (FEMA) implementing regulations at Title 44 of the Code of Federal Regulations Part 9, FEMA hereby provides final notice of its decision to provide Nonprofit Security Grant Program funding for an action located in a Special Flood Hazard Area. Funding would be provided to the Community of Jesus in Orleans, MA.

The proposed action includes the construction of a stone wall and concrete planters along the edge of an existing parking lot to help delineate the property line around the church’s parking lot and help restrict access to the property.

The project must be in the floodplain to service the church’s property. The ‘No Action’ option and alternate materials (fencing instead of a stone wall) were considered and were not found to be the most practicable alternatives particularly as the property is located within the Old King’s Highway Historic District. Grant conditions will also require compliance with all federal, state, and local laws, including with the local floodplain administrator.
